Tri-State Generation and Transmission (Westminster, CO) who provides power to 44
rural electric cooperatives in 4 states, was denied a crucial Air Permit needed
to begin construction on a 1400 MW facility 50 miles from Colorado in Holcomb
Kansas to serve its Colorado customers. The facility, once the largest planned
coal facility west of the Mississippi, would have contributed over 10 million
tons of global wamring pollution into the
air each year.

Department of Health and Environment Secretary Roderick Bremby said, “I believe
it would be irresponsible to ignore emerging information about the contribution
of carbon dioxide and other greenhouse gases to climate change and the potential
harm to our environment and health if we do nothing,”

Colorado has been working with Rural Electric Cooperative customers since 2006
to oppose construction of this facility. Along the way Environment Colorado
partners gained the support of local governments, elected officials, attorneys
general from eight states, and everyday Colorado ratepayer who had the vision
for a new energy future.
